Why the full vaccinated European countries still need restrictions?

Portugal, Iceland and Ireland have fully vaccinated over 90% of their population, have a few dozen deaths a day from covid but are forced to impose quarantines and curfews to avoid the effects of the fourth wave. Why? The answer is simple: vaccines work, but they are not enough to stop the pandemic.
